Regulations in Force for the Organisation of International Scientific Events

1. Eligibility Conditions for Events

To be classified as international, an event must meet the following criteria:

  • Theme: The subject must be specialised, of international interest, and aligned with national priorities, while respecting national values and constants.
  • Scientific Committee: Must be composed of high-ranking academics and researchers from at least three (03) different countries spanning at least two (02) continents (or 2 countries with which the institution has partnership agreements).
  • International Composition: At least 20% of the scientific committee members and approximately 10% of oral presenters must be international.
  • Language: English is the exclusive language for all publications and the event website (except for language specialisations or specific humanities fields).

2. Calendar and Submission Procedures

Organisation is subject to a strict annual calendar:

  • January - February: Definition of national priority areas by the DGRSDT.
  • March - April:
    • Step 1: Submission of projects to departments or research laboratories for feedback and validation by the institution's scientific bodies.
    • Step 2 (New): The validated dossier must be submitted to the Vice-Rectorate for External Relations (Scientific Events Service). This service ensures administrative compliance before official transmission to ministerial bodies.
  • July - October: Review of dossiers by the Thematic Research Agencies (ATR).
  • November (before the 15th): Notification of results to institutions.

3. Organisation and Conduct

  • Format: The event is organised in person, with the possibility of remote presentations provided the full text is submitted in advance.
  • Digital Visibility: Mandatory creation of a dedicated website (accessible via the university site) including a section for cultural and tourist promotion of Algeria.
  • Publication: The event proceedings must be published on the digital portal for scientific events and on the institution's website.

4. Funding and Partnerships

  • Funding is provided by the organising institution (procedure specific to each institution).
  • Sponsorship by national economic partners is permitted through an approved sponsorship agreement (Convention with the institution), without interference in scientific evaluation.

5. Event Closure and Follow-up

Upon completion of the event, a strict closure procedure (Mandatory) must be followed for validation and valorisation of the event:

  • Dossier Transmission: The organising entity must transmit a complete closure dossier to the Vice-Rectorate for External Relations.
  • Dossier Content: The dossier must include the financial report, statistics, recommendations of the scientific committee, and the digital compilation of abstracts.
  • Submission to the Agency: The Vice-Rectorate for External Relations is responsible for the official submission of this dossier to the relevant Thematic Research Agency for follow-up and evaluation.
  • Publication: Presentations must be published in full on the digital platform for scientific events and on the university website.

6. Visa Facilitation for Foreign Participants

To enable the Ministry's Directorate of International Cooperation to support organisers, a dossier must be submitted to the Vice-Rectorate for External Relations containing:

  1. Copy of each foreign participant's passport (valid).
  2. Official letter of invitation issued by the Faculty/Institute head.
  3. Updated Curriculum Vitae (CV) of the foreign participant.
